PERKIM Selangor AGM Strengthens Dakwah Agenda, Integrity and Unity

SHAH ALAM, MAY 9, 2026 – The Muslim Welfare Organisation Malaysia (PERKIM) Selangor State Division continued to reinforce its standing as one of the country’s most active Islamic dakwah and welfare organisations through the successful organisation of its 37th Annual General Meeting (AGM), held in an atmosphere of harmony, ukhuwah (brotherhood) and unwavering commitment at the PERKIM Selangor State Complex in Section 8 here on Saturday morning.
The meeting brought together more than 120 delegates representing PERKIM branches from across Selangor and commenced with a welcoming address by PERKIM Selangor Honorary Secretary, Tuan Haji Mohamed Ibrahim Nar Hussain, who also served as master of ceremonies.
The event then proceeded with a doa recital led by PERKIM Selangor executive, Ustaz Mohd Yusoff Ahmad, seeking blessings and a smooth proceeding for the assembly.

Meanwhile, PERKIM Selangor Chairman, Ustaz Haji Muhammad Fitri Abdullah, delivered a heartfelt keynote address reflecting on the organisation’s historical journey, the importance of ummah unity and the challenges of strengthening dakwah efforts within today’s evolving social landscape.
He said PERKIM Selangor had undergone various phases of development since the separation of the Federal Territory from Selangor, which once significantly affected the organisation’s structure and administration.
According to him, following the separation, PERKIM Selangor, which was previously based in Petaling Jaya, was compelled to reorganise its operations and administration before eventually establishing its own identity and strength in continuing its dakwah and welfare mission for Muslims in the state.
“Alhamdulillah, despite numerous challenges, PERKIM Selangor remains strong today thanks to the unwavering support of its members and branch leadership who continue to uphold this struggle together,” said Ustaz Fitri, who is also PERKIM Vice-President.
He also recalled the leadership journey of the organisation when the PERKIM building was officially inaugurated in 2017 by the late Dato’ Muhammad Yassin, who was chairman at the time.
However, he said the late chairman had to relinquish his post due to health reasons before the responsibility was assumed by Dato’ Mokhtar Shafie as Deputy Chairman I.
“Not long after, he too stepped down due to health factors and I, who was then Deputy Chairman II, was entrusted to assume the role of acting chairman before being officially elected during the 2018 AGM,” he explained.
In a humble tone, Ustaz Fitri informed delegates that the current term would be his final term leading PERKIM Selangor, after expressing such intention over the past two years.
Nevertheless, he jokingly remarked that until now, no individual had stepped forward to contest the chairman’s post despite leadership contests being common in many other non-governmental organisations.
According to him, the situation demonstrated that PERKIM’s struggle was never about position or popularity, but rather driven by sincerity and sacrifice for religion.
“In many NGOs, the chairman’s position is fiercely contested, sometimes with campaigns resembling political elections. But in PERKIM Selangor, nobody is fighting over positions. This proves that our struggle here is for the hereafter,” he said.
He added that many PERKIM members were successful entrepreneurs and businessmen willing to put aside worldly affairs to attend meetings and voluntarily carry out dakwah work.
He described involvement in PERKIM as a platform to accumulate rewards for the hereafter through collective welfare and dakwah efforts.
At the same time, he commended the achievements of PERKIM Bandar Tasik Puteri Branch, which has actively carried out humanitarian missions, including assisting victims of a major fire tragedy in Sandakan, Sabah.
He said the successful delivery of aid to Sabah proved that PERKIM Selangor’s movement was not confined solely to the state, but had the capacity to extend assistance nationwide in support of Muslims in need.
Ustaz Fitri also expressed appreciation to Honorary Secretary Tuan Haji Mohamed Ibrahim Nar Hussain, who has been actively involved in international dakwah missions, including recently returning from Nigeria.
According to him, through contributions and support from PERKIM members, the organisation successfully built three mosques in Nigeria within a short period, symbolising PERKIM Selangor’s growing international dakwah achievements.
“PERKIM is no longer active only in Selangor or Malaysia, but is now collaborating with dakwah organisations in Thailand, Indonesia, Cambodia, Vietnam, Sri Lanka and several other countries,” he said.
He stressed that close cooperation between headquarters and branches must continue to be strengthened so that challenges and issues could be resolved collectively.
“PERKIM does not differentiate between active or less active branches because we are all part of one large family. The spirit of brotherhood and mutual assistance must continue to be reinforced,” he added.
Besides touching on dakwah and welfare matters, Ustaz Fitri also placed serious emphasis on integrity and transparent organisational governance.
He shared his experience of being summoned by the Malaysian Anti-Corruption Commission (MACC), which advised NGOs to ensure all decisions and financial transactions were properly documented.
According to him, every decision made during meetings, no matter how small, must have complete documentation to avoid future disputes or complications.
“Many NGOs encounter problems because they fail to keep proper records. When issues arise, there are no reports or supporting documents. That is why I urge all branches to ensure financial management is conducted transparently and systematically,” he said.
He also addressed the issue of nepotism within organisations, reminding branch chairmen not to appoint close family members as secretaries or treasurers.
According to him, such measures were important to prevent conflicts of interest and safeguard the organisation’s reputation from public scrutiny.
He added that the state leadership was currently drafting clearer guidelines to ensure the organisation’s administration remains professional and trusted by the public.
On the development of converts to Islam, he stressed that PERKIM must continue playing a major role in helping new Muslims gain a deeper understanding of Islam.
He said PERKIM’s responsibility was not merely to facilitate conversion to Islam, but to ensure converts receive proper religious education through structured guidance classes and courses.
Several PERKIM branches in Selangor, he said, are currently active in managing convert classes in collaboration with religious institutions, including the Selangor Zakat Board, to ensure adequate support for new Muslims.
“Many converts require continuous guidance so that they truly understand Islam and are able to practise it properly,” he said.
He also voiced support for proposals to expand special courses and member development programmes in the future.
According to him, the state division would prepare a more structured programme calendar involving all zones and branches to further strengthen dakwah and welfare efforts more effectively.
The AGM also witnessed the election of the PERKIM Selangor State Division Committee Members for the 2026–2028 term.

The meeting also approved the Minutes of the 36th AGM and the 2025 Annual Report presented by the Honorary Secretary.
In addition, Honorary Treasurer YM Tengku Ahmad Tengku Kasim presented the 2025 financial report and statements, as well as the proposed 2027 budget estimates, all of which were unanimously approved by the delegates.
The conference then continued with winding-up speeches by representatives from PERKIM branches across Selangor, who expressed their continued commitment to strengthening dakwah activities, welfare initiatives and convert development at grassroots level.
During the session, several branch representatives also proposed enhancing cooperation between the state division and branches, while expressing appreciation for the state leadership’s continuous support towards dakwah efforts in their respective areas.
Concluding the conference, Ustaz Fitri delivered his closing remarks by emphasising the importance of sustaining PERKIM’s struggle based on sincerity, trustworthiness and ummah unity.
He urged all members to continue preserving the spirit of ukhuwah, strengthening organisational integrity and avoiding any form of division that could weaken the Islamic dakwah movement.
“PERKIM must continue to serve as a platform for Muslim unity driven by sincerity for the sake of Allah. As long as we remain united and continue helping one another, insya-Allah this struggle will continue to be respected and bring immense benefit to society,” he said.
At the end of his speech, he expressed appreciation to all committee members, staff and PERKIM members who have consistently demonstrated strong commitment towards the organisation’s mission.
He also apologised for any shortcomings throughout his leadership tenure and expressed hope that the new leadership line-up would continue strengthening PERKIM as a respected Islamic dakwah organisation that contributes significantly to society and the nation.

A delegate from PERKIM Selayang Baru Branch shared his views and suggestions during the winding-up speech session.

A representative from PERKIM Hulu Langat Branch also delivered his views during the winding-up speech session before the assembly.

The winding-up speech session was also delivered by a representative from PERKIM Sungai Tua Branch.

Ustaz Fitri responded to and elaborated further on the delegates’ speeches during his concluding remarks.

The meeting also introduced the newly elected PERKIM Selangor State Division Committee leadership line-up for the 2026–2028 session.
