PERKIM EXCO Meeting Strengthens Governance, Drives Da’wah and Ummah Development Agenda

KUALA LUMPUR, FEBRUARY 14, 2026 – The National Executive Committee (EXCO) Meeting No. 1/2026 of the Muslim Welfare Organisation Malaysia (PERKIM) served as a pivotal platform to reinforce the organisation’s governance framework and chart its strategic direction in da’wah, education and welfare for the year ahead.
Held at the PERKIM National Meeting Room, Bangunan PERKIM, Jalan Sultan Azlan Shah, the meeting commenced at 10.35am and was chaired by the Premier of Sarawak cum PERKIM President, YAB Tan Sri Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari Tun Abang Haji Openg.
Earlier, Ustaz Zamri Mohamad, Administrative Officer (Communications) at the Sarawak Premier’s Department, led the opening prayer, seeking divine blessings and a smooth deliberation of proceedings.
In his opening address, Abang Johari expressed appreciation for the commitment and presence of all members, including PERKIM Deputy Presidents, YB Dato’ Seri Dr Shahidan Kassim, YBhg Dr Haji Mohd Ridhuan Tee Abdullah, YBhg Ustaz Haji Muhammad Fitri Abdullah and YBhg Datuk Haji Mohd Nakhaie Haji Ahmad.
He urged that all PERKIM initiatives and plans be pursued collectively through focused and strategic discussions to ensure the organisation remains relevant and competitive in navigating contemporary challenges.
The Premier also shared details of his recent visit to the PERKIM Islamic Da’wah Institute Kota Bharu (IDIP-KB) in Kota Bharu, Kelantan. Through the Sarawak Islamic Education Bureau, he contributed RM1 million towards the construction of a new male hostel and surau at the institution.
He called on the Honorary Secretary-General and Honorary Treasurer to undertake the necessary follow-up to ensure the development project is implemented in an orderly manner and in compliance with stipulated specifications.
Honorary Secretary-General PERKIM, YBhg Datuk Dr Mohamad Marzuki Mohamad Omar tabled the minutes of the previous EXCO meeting held on September 29, 2025 at Menara Affin @ TRX.
Meanwhile, Honorary Treasurer PERKIM, YBhg Datu Haji Mersal Abang Rosli presented the current financial statement and report for 2026 for the committee’s review and consideration.
Mersal further informed the meeting that the five existing sub-committees would be retained, but would require clearly structured Terms of Reference (TOR) to enhance operational efficiency and accountability.
The Administration and Finance Committee will be chaired by Dato’ Seri Shahidan; the Dakwah, Education and Welfare Committee by Dato’ Nakhaie; the Regional and International Relations Committee by Dr Ridhuan Tee; the Funding and Asset Management Committee by Ustaz Fitri and the Women and Youth Development Committee by YTM Tunku Puan Sri Dato’ Hajjah Noor Hayati Tunku Abdul Rahman Putra Al-Haj.
The meeting agreed that each committee must draft its respective TOR before submission to the top management for refinement.
Tan Sri Abang Johari also underscored the importance of systematic documentation of all matters and decisions to ensure they can be effectively referenced and understood in the future.
On developments concerning IDIP-KB, Datu Mersal said he had contacted an architect to prepare a new plan aligned with the approved RM1 million allocation. Further coordination will continue after Ramadan.
Dato’ Seri Dr Shahidan emphasised the strategic use of social media to enhance PERKIM’s image and branding. He noted that the involvement of elected representatives in PERKIM programmes, particularly the presence of the Sarawak Premier could generate a positive impact and strengthen public confidence in the organisation’s role.
Members were reminded that any working papers to be tabled at the Annual General Meeting must be scrutinised in line with existing policies to safeguard the integrity and sustainability of the organisation.
Dato’ Seri Dr Shahidan also informed the meeting that representatives from Malaysia-Libya had approached him to explore collaboration in education, particularly involving training and development centres. The EXCO agreed that a comprehensive proposal paper be prepared to assess the potential cooperation.
Ustaz Fitri added that the Malaysia-Libya side has a dedicated fund for dakwah development and intends to meet the Sarawak Premier to discuss the matter further, a proposal endorsed by the meeting.
In another development, the PERKIM President expressed his intention to contact Istana Perak regarding the organisation of an International Waqf Convention.
The proposed convention aims, among others, to empower technology and innovation in advancing sustainable and efficient ummah development. Abang Johari indicated that the cost of organising the convention would be mobilised through his own initiatives and efforts.
As the meeting drew to a close towards noon, the Premier conveyed his appreciation to all members for their unwavering commitment before adjourning the session, followed by a photography session and lunch.
Also present were PERKIM National Administration Director Dr Suariza @ Hidayah Muhammad, Administrative Executive Ahmad Hasaidi Said and Finance Executive Mohd Aizat Rosli.
The meeting reflected PERKIM’s continued resolve to strengthen its organisational structure, advance its dakwah and welfare agenda, and expand strategic collaborations at both national and international levels for the benefit of converts and the wider Muslim community in Malaysia.

The arrival of the Sarawak Premier’s motorcade, accompanied by escort vehicles, entered the compound of the PERKIM Building.

Dato’ Seri Dr Shahidan together with PERKIM’s top leadership, exchanged greetings as they welcomed the arrival of the Sarawak Premier, Tan Sri Abang Johari.

The Sarawak Premier, who is also the President of PERKIM, attended the PERKIM EXCO Meeting for the first time alongside the organisation’s leadership.

PERKIM Honorary Secretary-General, Dato’ Dr Marzuki, accompanied and ushered Tan Sri Abang Johari to the meeting room.

PERKIM President, Tan Sri Datuk Patinggi (Dr) Abang Haji Abdul Rahman Zohari Tun Abang Haji Openg, chaired the first PERKIM National Executive Committee meeting of 2026.

The meeting was convened to strengthen the organisation’s structure, empower its dakwah and welfare agenda, and expand strategic cooperation networks for the benefit of converts and the wider Muslim community.

After two hours of deliberations, the meeting was adjourned, and PERKIM’s top leadership proceeded to the ground floor for lunch.

The Sarawak Premier and PERKIM’s top leadership enjoyed the lunch that had been prepared.

The PERKIM secretariat stood in respect and waved as the Sarawak Premier and the top leadership made their way out.
