Tunku Noor Hayati Officiates the Dynamic Women Empowerment Seminar Series II

PUTRAJAYA, 20 AUGUST 2025 – “Today, we are deeply concerned about the growing issue of bullying in our society,” said Her Highness Tunku Puan Sri Dato’ Hajah Noor Hayati Tunku Abdul Rahman Putra Al-Haj.
“Times have changed, but the new challenge we face today is the increasing prevalence of bullying culture. As women and as the backbone of the nation, we cannot remain silent. We must have the courage to speak out and take proactive steps to ensure this issue is addressed firmly,” she stressed.

Tunku Noor Hayati, who serves as the Head of the National Women’s Section of the Muslim Welfare Organisation Malaysia (PERKIM), made the statement while delivering her keynote address at the Dynamic Women Empowerment Seminar Series II, successfully held at the Department of Islamic Development Malaysia (JAKIM) Auditorium, Islamic Complex Putrajaya, on Wednesday morning.
The seminar, which brought together more than 200 participants, comprised members of Wanita PERKIM, new Muslim converts, women’s organisations, government agencies, and strategic partners. It was organised in collaboration with the Federal Territories Islamic Religious Council (MAIWP) and JAKIM.
The seminar aimed to empower women through knowledge sharing, motivational insights, and skill development that could help build character, strengthen leadership qualities, and reinforce the role of women in society.
The event began with the singing of the National Anthem, the PERKIM Women’s Song, followed by a prayer led by Ustaz Amier Hakiem Mohamed Noor, Imam of Surau Al-Faizin, Bandar Seri Putra.
In her speech, Tunku Noor Hayati expressed her appreciation to Wanita PERKIM An-Nidaa’ Putrajaya Branch for hosting the seminar, describing it as a vital platform to guide women and new Muslim converts towards becoming more competitive and resilient.
Historically, in 1980, the first Head of Wanita PERKIM, the late Datuk Patinggi Puan Sri (Dr.) Hajah Laila Taib, together with her father, the late Tunku Abdul Rahman Putra Al-Haj, established Wanita PERKIM with the mission of safeguarding the welfare of women, particularly in addressing issues that largely affected women and new Muslim converts.
She emphasised that women not only play the role of mothers in the household but also bear the greater responsibility as “mothers of the nation”, who must boldly voice out on societal concerns such as bullying, drug abuse, rape, and other alarming social problems.
“Allah has blessed women with strong intuition. Therefore, when we witness wrongdoings, we must rise and defend our rights as women,” she asserted.
Additionally, she highlighted the continuous efforts of Wanita PERKIM to strengthen strategic networking with various parties. Engagements with JAKIM and the Malaysian Islamic Propagation Foundation (YADIM) in 2022 and 2024 demonstrated Wanita PERKIM’s commitment to exploring avenues to support the economic sustainability of new Muslim converts through integrated planning.
Tunku Noor Hayati expressed her hope for more youth-involved programmes to be implemented, thereby expanding their participation in PERKIM’s activities. She also shared Wanita PERKIM’s aspiration to become a “one-stop centre” in collaboration with government agencies to benefit society, particularly new Muslim converts.

Meanwhile, Chairperson of Wanita PERKIM An-Nidaa’ Putrajaya Branch, YBhg Puan Sri Hanifat Harun, in her address, expressed her gratitude for Tunku Noor Hayati’s gracious presence at the seminar.
She described the attendance of the National Wanita PERKIM Head as an inspiration and a historic moment for the An-Nidaa’ Putrajaya branch.
Puan Sri Hanifat also extended her appreciation to various supporters, including Badan Amal Kasih Ibu, Faiza Marketing, PUSPANITA, the Accountant General’s Department, Wanita YADIM strategic partners, Wanita PERKIM Federal Territory Branch, Wanita PERKIM KL North, Wanita PERKIM Batu Muda, and Muslimat from Friday suraus in Putrajaya.
She also thanked JAKIM and MAIWP for their strong cooperation in ensuring the success of the programme.
“Our primary goal is to enhance the quality of life in society, beginning with the family unit. When families succeed, society will succeed. Therefore, we must strive to be women who are excellent, empowered, and versatile,” she said.
Hanifat quoted Surah Al-Maidah verse 2 as guidance in strengthening brotherhood and promoting charitable deeds.
She also presented a poem entitled “Dynamic Women”, celebrating women’s resilience, leadership, and contribution to society.
After the officiating ceremony, the seminar continued with three keynote sessions:
- Session 1: Entrepreneurship – Skills to Enhance Entrepreneurial Competence by Puan Najwa Abu Bakar, Managing Director of Faiza Marketing, emphasising business skills and competitiveness.
- Session 2: Self-Motivation – Nurturing Personal Growth, Self-Confidence, and Leadership Skills by YBhg Prof Datuk Dr Mohamed Fadzil Che Din, Chairman of Surau Al-Manar, Presint 14.
- Session 3: Image & Personal Appearance by YBhg Datin Sheila Ismail, focusing on building confidence through a positive image.
Also in attendance were YBhg Datin Noraini Mohamed, Deputy Chairperson of Wanita PERKIM An-Nidaa’ Putrajaya Branch; YBhg Datin Sri Utama Anggrani Sentiyaki, Chairperson of Badan Amal Kasih Ibu Wilayah Persekutuan; and Fatin Hamizah Ismail, Officer of Women’s Affairs, PERKIM National Headquarters.
The Dynamic Women Empowerment Seminar Series II concluded with a group photo session with participants and invited guests.
This programme not only succeeded in strengthening the spirit and identity of women but also served as a vital platform in producing dynamic, competitive women capable of driving societal transformation towards greater prosperity.
